To replace this part, you need to remove the flywheel.
You need a 27mm x 1mm backward thread flywheel puller ( Honda CT70/XR100 ) available at most motorcycle shops.

Be careful with the gasket! I accidentally tore it and currently waiting for a new one. Otherwise, it looks like this should work.Update: got the gasket in place and the parts are all bolted back on. The battery is charging while the engine is on, so that solved my problem perfectly.
